Educación Digital Rural e Inclusiva — Rural & Inclusive Digital Education

Rural schools make up around 80% of the school network in Honduras and Nicaragua and face geographic isolation, disaster exposure and weak connectivity, limiting access to effective and inclusive distance learning.

To co-design low-tech and digital learning tools — educational TV, printed materials, mobile content — with rural and Indigenous school communities, adapted to local and Indigenous cultural contexts.

Uruguay's Fundación Ceibal ran a 32-month project with Honduras's Ministry of Education (SEDUC) and, in Nicaragua, the Ministry of Education, UNAN-Managua and educational broadcaster Canal Seis, co-organised by UNESCO San José and funded by Canada's IDRC and the Global Partnership for Education. Through four phases — diagnosis, infrastructure analysis, prototype testing and direct work with rural schools — the project piloted low-tech and digital prototypes, reaching 29 schools and over 1,000 educators and future teachers in Honduras, and producing seven public technical reports in Spanish covering radio/TV characterisation, multicultural adaptation guides and implementation frameworks.

The project concluded on 30 November 2023; Fundación Ceibal and SEDUC held a results-and-scaling workshop in Tegucigalpa on 9–10 April 2024. Available sources document reach, methodology and process reports in detail but do not provide quantified student learning-outcome data.

No confirmed follow-on phase had been announced as of the sources reviewed, leaving the initiative's continuation beyond the pilot an open question.
