Electronic Monitoring of High-Risk Domestic Violence Perpetrators — Georgia

Georgia criminalized domestic violence and expanded protective-order mechanisms over the 2010s, but enforcement of restraining orders against high-risk repeat abusers remained difficult to monitor in real time.
On 1 September 2020, Georgia's Ministry of Internal Affairs, with UN Women support (which funded 100 GPS bracelets and monitoring infrastructure), launched electronic monitoring for perpetrators assessed as high-risk of repeat violence. Under Georgian law, courts or police can attach a bracelet to a restrictive order; the Public Safety Command Center "112" tracks the wearer's location in real time and can alert police if the abuser approaches the victim's home, workplace, or other protected zones.
Usage has grown modestly: only 44 cases used the mechanism from launch through May 2023, rising by a further 68 cases between May and September 2023, after the risk-assessment protocol was revised to be more victim-oriented. UN Women and Georgian officials describe the tool as valuable in individual cases, but no independent recidivism or outcome evaluation was located — the public record documents adoption and process improvements, not measured reductions in repeat violence. It is included here as a promising, evidence-partial practice, not a proven one.
