Description

Established in 2012, Rwanda's Green Fund - FONERWA - is Africa's first national environment and climate investment fund, channelling domestic and international finance into competitively selected land-restoration, water-protection and clean-energy projects. In 2015 Rwanda's Ministry of Environment became the first national institution on the continent accredited to the Green Climate Fund (GCF), unlocking large-scale international climate finance alongside government and donor contributions.

According to UNFCCC's Momentum for Change reporting, FONERWA has mobilised roughly US$200 million across more than 40 projects, protecting about 19,500-21,000 hectares of land against soil erosion and a further 21,000 hectares of watersheds and water bodies, while adding some 39,500 hectares of new forest and agroforestry cover. The fund reports supporting over 130,000 green jobs and extending off-grid clean-energy access to tens of thousands of households, though the exact household figure varies between 25,000 and 57,500 across published reporting years.

FONERWA operates as Rwanda's sole channel for climate and environment finance, with technical assistance for project design and monitoring built into its mandate. Independent secondary reporting (IPS News, Startup Guide) corroborates the fund's scale and jobs figures, though granular project-by-project ecological outcome data - e.g. species-level biodiversity results - has not been published, and reported land and funding totals differ somewhat by reporting year, reflecting a fast-growing but still-consolidating results framework.
