Ghana's One Million Coders Programme — A Dedicated Track for 50,000 Persons with Disabilities

At the opening of Ghana's 2026 National ICT Week (18 August 2026), the government announced a dedicated track within its national One Million Coders Programme to train 50,000 persons with disabilities in digital skills, led by the Ministry of Communication, Digital Technology and Innovations together with the Ministry of Gender, Children and Social Protection and the Ghana Federation of Disability Organisations.
The University of Ghana, Legon will act as an implementing institution, establishing dedicated training centres and folding four digital certifications into its compulsory Level 100 Digital Literacy course; Vice-Chancellor Prof. Nana Aba Appiah Amfo said the university already runs an assistive-technology laboratory and has experience supporting students with disabilities. The Ministry of Communication separately donated 2,000 laptops to the university and appealed to the private sector for internships, mentorship, scholarships and further equipment.
Communications Minister Samuel Nartey George framed the track around the principle that digital and AI literacy “should be accessible to every Ghanaian regardless of physical ability.” The wider One Million Coders programme it sits within had drawn 94,000 applications within 48 hours of opening and reported more than 12,000 course completions by May 2026, according to the Ministry, though those figures are for the general programme and are not broken out for the disability track specifically.
As of the announcement, implementation of the disability track was still pending (“to begin next semester”), so no participants have yet been trained and no outcome or completion data exists specifically for this track; it is included here as an early-stage, multi-stakeholder commitment worth tracking rather than a proven result.
