Description

In October 2018, Gibraltar's Ministry for Equality introduced a Gender Pay Gap Survey, distributed to private-sector employers with 20 or more staff alongside the government's annual Employment Survey. Then-Minister for Equality Samantha Sacramento described the exercise as a way to establish baseline data on vertical and horizontal occupational segregation between men and women.
Official figures from the Employment Survey Report 2023 show average gross annual earnings of £45,480.41 for full-time male employees (up 6.3% on 2022) against £36,684.73 for female employees (up 3.8%) - a gap of roughly 19.3%, closely matching an independent 19% estimate calculated by the opposition party Together Gibraltar in 2019 from median income data.
Unlike the United Kingdom's mandatory gender pay gap reporting regime for employers with 250 or more staff, Gibraltar's survey remains voluntary and carries no penalty or enforcement mechanism for non-disclosure or for failing to close the gap. It functions as a monitoring tool rather than a corrective one, and the gap has persisted rather than narrowed since the survey began.
