Context
South Africa needed a way to connect citizens, many without smartphone data budgets, to government services such as social grants, health information and municipal services, using messaging platforms already in wide use.
Objectives
Provide a citizen-engagement platform over WhatsApp, Facebook Messenger and a dedicated app to deliver grant processing, COVID-19 information, gender-based-violence reporting and municipal service-delivery communication.
Activities
Launched in 2017-2018, GovChat partnered with the South African Social Security Agency (SASSA) on disability-grant processing and the COVID-19 Social Relief of Distress grant, and carried COVID-19 testing information, gender-based-violence reporting (with the South African Women in ICT Forum) and ward-councillor/municipal communication, inking a five-year partnership extension with COGTA in 2022. In July 2020, WhatsApp/Meta moved to off-board GovChat's #LetsTalk channel from the WhatsApp Business API, citing alleged data- and user-protection violations; GovChat secured interim relief preventing removal. In March 2022, South Africa's Competition Commission referred Meta, WhatsApp and Facebook South Africa to the Competition Tribunal for alleged exclusionary conduct; as of the December 2025 hearings the case remained at the procedural, evidence-disclosure stage.
Results
GovChat processed more than 5 million COVID-19 Social Relief of Distress grant applications, and says handling over 400,000 queries saved SASSA about R7.5 million. It reported over 8 million users by September 2021, with later tribunal submissions citing reach of up to 13 million South Africans.
Conclusions
GovChat is both a large-scale example of messaging-based citizen engagement and a cautionary case: a public-facing government service channel built on a single private platform's API, whose continuity has depended on an unresolved commercial and regulatory dispute rather than on government-controlled infrastructure.
