OCWD and OCSD's Groundwater Replenishment System purifies treated wastewater via microfiltration, reverse osmosis and UV/advanced oxidation, producing 130 million gallons/day for about 1 million people, recharging Orange County's aquifer and blocking seawater intrusion.
Since January 2008, the Orange County Water District (OCWD) and Orange County Sanitation District (OCSD) have jointly operated the Groundwater Replenishment System (GWRS) in Fountain Valley, California, purifying OCSD's tertiary-treated wastewater for indirect potable reuse. The system launched at 70 million gallons/day (MGD), serving about 600,000 people, at a cost of $481 million (OCWD).
A first expansion (completed 2015) raised capacity to 100 MGD (~850,000 people, $142 million); the Final Expansion, dedicated April 2023, raised capacity to 130 MGD, serving roughly 1 million people (OCWD; California State Water Resources Control Board, April 2023) — making GWRS the world's largest indirect-potable-reuse facility. The California State Water Board's 2023 release cites 134,000 acre-feet/year of replenishment capacity, reducing draw on the Sacramento–San Joaquin River Delta by about 60,000 acre-feet/year.
Purification uses microfiltration, reverse osmosis and UV light combined with hydrogen peroxide (advanced oxidation). About 30 MGD is injected via wells to form the Talbert Seawater Intrusion Barrier (over 95% of which enters the groundwater supply, per NGWA), with the remainder percolated through recharge basins into the deep aquifer. The California State Water Resources Control Board — an independent state regulator — confirmed project completion and funding; the National Water Research Institute has convened independent expert panels (e.g. on bromate/biodegradable organic carbon) to review water-quality questions. State funding covered roughly 54% of Final Expansion capital costs (~$491 million in grants and low-interest Clean Water SRF loans since 2006).
Caveat: independent reporting (Stateline, 2023; UC Davis California WaterBlog, 2019) documents that "toilet to tap" public-perception concerns sank comparable 1990s–2000s projects elsewhere in California, and that GWRS succeeded partly through sustained public outreach rather than purely technical measures. Reverse-osmosis concentrate (brine) is not eliminated but is routed through OCSD's existing ocean outfall — GWRS mainly avoids the need for a second outfall rather than ending ocean discharge. Published cost-per-acre-foot figures are inconsistent across sources (~$750–$850/acre-foot, not independently reconciled in this research), and no GWRS-specific independent energy or cost comparison against desalination was found.
