Hawassa Industrial Park is a 140-hectare government-built eco-industrial park in southern Ethiopia, developed by the state-owned Industrial Parks Development Corporation (IPDC) and opened in January 2017 within nine months of groundbreaking. Designed around a shared effluent-treatment plant, it was built to attract global apparel manufacturers such as PVH and Indochine and became a flagship of Ethiopia's state-led industrialisation strategy.
By November 2023 the park employed roughly 28,000 workers, more than 80% of them women, according to the LSE Africa Blog; a separate industry tally (2merkato) put cumulative employment generated since 2019 at over 82,500. Export earnings reached $44.2 million in FY2023/24 and $436.3 million cumulatively over five years. These outcomes fell short of the government's original Phase 1 targets of roughly 60,000 jobs and $1 billion in exports, as documented by ODI research in 2017 and confirmed unmet by LSE in 2024.
The park's fortunes are tied to volatile trade preferences: after the United States suspended Ethiopia from the African Growth and Opportunity Act (AGOA) in 2025, more than 11,000 workers were laid off. Independent reporting also cites recurring power outages, high staff turnover and wages that workers describe as insufficient relative to living costs — a genuine mixed-results case rather than a straightforward success story.
