Since 2009, women remain underrepresented in local politics in Germany — at federal, state and local levels the share of female elected officials is increasing only slowly or even declining, with fewer than one in ten town halls led by women. The Helene Weber-Kolleg (HWK), under the banner 'Women in Politics', is the first nationwide, cross-party platform for female local politicians, addressing this gap.
The Helene Weber Prize and HWK aim to promote gender equality in local government decision-making by recognising outstanding female local politicians, building their networks, and supporting women's political entry and advancement — with a particular focus on an intersectional perspective and, through the 'We belong' network, on women with migration backgrounds.
Candidates are proposed by members of the Bundestag; winners are selected by an independent jury chaired by the Federal Ministry for Family Affairs, Senior Citizens, Women, and Youth (BMFSFJ). Award-winners receive a networking weekend in Berlin, individual coaching sessions, and a budget of 500 euros for political-municipal activities in their local area. HWK is funded by the BMFSFJ and implemented by EAF Berlin.
