Iowa invested $3 million in 2024 to issue 200,000 Amira licences to 246 schools (about 105,000 elementary students), later adding Tier II/III seats and $2.5 million for Tier I. Usage is reported; independent learning-gain evidence is not yet published.
In 2024 the Iowa Department of Education invested $3 million to offer licences for Amira, a voice-recognition AI reading tutor, free to public and accredited non-public schools. The initial round issued 200,000 licences to 246 schools, giving an estimated 105,000 elementary students access. The state later added $400,000 in licences for students needing extra support (Multi-Tiered System of Supports Tier II and III, including English learners) and Governor Reynolds invested $2.5 million to extend access to Tier I students; schools can sign up through December 2026.
The tool listens to students read aloud and provides in-the-moment tutoring on phonemic awareness, phonics, decoding, vocabulary and comprehension, via a digital avatar. Students typically use it 20–30 minutes per week; teachers can review recordings and modify scores. By November 2025 the state reported about 960,000 stories read and nearly 4 million minutes of reading.
Evidence caveat: the published figures are procurement and usage numbers. No state-level outcome evaluation or independent trial was found, and the same vendor's mandatory reading test drew a biometric-privacy backlash in New Mexico, so data-protection safeguards deserve scrutiny.
