Context

Statistics Estonia (Statistikaamet) introduced a live-chat feature on its website in 2017, and the volume of enquiries handled through it grew rapidly, reaching roughly 5,000 information requests a year by 2019, up from about 1,000 a year two decades earlier, per the agency's own account.

Objectives

To manage this growing load without expanding front-line staff, Statistics Estonia partnered with Tallinn-based start-up AlphaBlues to build 'Iti', an NLP chatbot intended to answer common questions about population figures, the gender pay gap, average wages and consumer-price trends, and to help data providers navigate the eSTAT electronic reporting portal.

Activities

Iti was trained on real user questions over roughly one year before its launch in April 2019, and it escalates anything it cannot answer to a human specialist.

Conclusions

The EU Joint Research Centre's AI Watch catalogue and Statistics Estonia's own press material describe Iti as one of the first AI deployments in an EU public statistics office, but neither source publishes a post-launch accuracy rate, containment rate or user-satisfaction score, so the evidence here is descriptive rather than measured, which should temper claims of impact.
