Jordan's Government Websites Guidelines 2022 — From a 325-Violation Diagnostic to a WCAG 2.1 Mandate for Every Ministry Site

In March 2019, an independent evaluation of Jordan's national e-government portal (jordan.gov.jo) used the TAW automated testing tool against WCAG 2.0 conformance criteria. It found 325 accessibility problems spanning 11 different success criteria, plus 1,535 warnings requiring human review -- the majority tracing back to basic HTML-validity failures (WCAG success criterion 4.1.1), the kind of structural error that breaks compatibility with screen readers and other assistive technology.
Jordan's Ministry of Digital Economy and Entrepreneurship (MoDEE) responded by issuing Government Websites Guidelines that set mandatory technical requirements -- including WCAG 2.1-based accessibility criteria for headings, landmarks, links and screen-reader compatibility -- for every Jordanian government website. The guidelines were revised to version 2.0 in 2022, tightening and updating the accessibility requirements originally introduced in 2019.
The practice is a documented example of a standards body responding directly to an independently-measured baseline: rather than issuing generic accessibility language, MoDEE's guidelines target the specific, evidenced failure categories found on the flagship national portal. As with several such mandates in the region, no independent post-2022 re-audit of jordan.gov.jo against the revised guidelines was found at the time of writing, so the guidelines' actual effect on conformance remains to be independently verified.
