Description
Before Kenya's National ICT Accessibility Standard, developers and public bodies had no binding national benchmark for digital accessibility. Kenya Bureau of Standards (KEBS) estimated that around 30% of persons with disabilities in the country were unable to access digital products and services, a gap that widened during the COVID-19 pandemic as essential services moved online. KEBS partnered with the disability-focused NGO inABLE, the National Council for Persons with Disabilities, the Communications Authority of Kenya and the ICT Authority to develop KS 2952, announced in October 2021 and gazetted in May 2022. The standard is published in two parts — KS 2952-1:2022 (Requirements) and KS 2952-2:2022 (Conformance) — and applies universal design principles to hardware, software, websites, mobile applications, kiosks and financial platforms across both public and private sectors. As a newly gazetted standard, KS 2952 does not yet have published post-launch conformance or adoption statistics — its near-term evidence base rests on the rigour of its multi-stakeholder development process and the scale of the access gap it targets, not yet on measured uptake.
