A Horizon 2020 'Teaming' partnership with Imperial College London turned a University of Cyprus ICT research group into the country's largest critical-infrastructure R&D centre, backed by over €40 million in EU and national funding plus a dedicated innovation hub for spin-outs.
The KIOS Research and Innovation Center of Excellence was established in 2008 within the University of Cyprus, focused on the monitoring, control, management and security of critical infrastructures such as electric power systems, water networks, telecommunications and transport.
In 2017 the EU selected a KIOS–Imperial College London 'Teaming for Excellence' proposal for Horizon 2020's Spreading Excellence and Widening Participation programme — ranked 1st among ICT proposals and 5th overall out of 169 applications submitted EU-wide — securing more than €40 million in combined EU and national funding. The grant funded eight specialised laboratories (embedded systems, sensors/robotics, power systems, photonics, communications, electronic design, biomedical imaging) and a power-systems pilot site with a 225 kW wind turbine, a 5 kW photovoltaic array, a 20 kW kinetic battery, 40 kW fuel cells and an 80 kW electrolyser, plus the KIOS Innovation Hub for technology transfer and entrepreneurship. KIOS CoE is now described as the largest ICT research and innovation centre in Cyprus.
The publicly available EU and university sources document the funding, competitive selection and physical infrastructure in detail, but do not quantify the Innovation Hub's downstream commercialisation outcomes — patents licensed, spin-offs launched or jobs created — which is a gap for future verification. The centre's rapid growth also rested heavily on a one-off, highly competitive EU capacity-building grant, so sustaining momentum once that Teaming funding cycle ends is a real replication risk for other small member states following the same model.
