Kiribati — a nation of 33 atolls spread across 3.5 million km² of the central Pacific — historically depended on expensive satellite links for internet access. Telecom operator Vodafone Kiribati reports 87% population network coverage as of its most recent public update, with a stated commitment to reach 95% within 18 months via new sites in the outer islands and South Tarawa. Independent market-data aggregation (DataReportal/Kepios) put Kiribati at roughly 69,200 mobile connections (about 51% of the population) and 73,300 internet users (about 54%) in early 2024. The World Bank's own Implementation Status & Results reporting is candid about the project's limits: it states that the cost of internet services has decreased and availability has increased, but that retail internet prices "remain high," reflecting continued reliance on satellite backhaul pending full fibre rollout, and it flags delays in the EMCS timeline as a persistent implementation risk.
This combination of hard infrastructure, transparent multilateral progress reporting, and an explicit, still-unmet universal-coverage target makes Kiribati a useful, honestly evidenced case of digital inclusion in a small, geographically extreme island state — success is real but partial and ongoing rather than a completed transformation.
