Description

On a Thursday in September 2023, India's Ministry of Agriculture and Farmers' Welfare, represented by Union Minister of State Kailash Choudhary, launched Kisan e-Mitra in New Delhi: described by officials as the first AI chatbot integrated with a major central government flagship scheme, built into the PM-KISAN mobile app.

The chatbot answers farmer queries on PM-KISAN application status, payment details and eligibility, and runs on a machine-learning model officials describe as able to "self-learn" from new dialogues and words as usage grows; it was developed with the EkStep Foundation and uses Bhashini, the government's public multilingual AI translation mission, to serve India's linguistic diversity.

Scope of the underlying scheme — PM-KISAN, the scheme the chatbot serves, is a large direct-income-support programme that had disbursed over ₹2.61 lakh crore (roughly US$31 billion) to more than 11 crore (110 million) farmers since February 2019, giving the chatbot a potentially very large user base if adoption follows.

Language rollout and evidence gap — At launch, the chatbot supported English, Hindi, Bengali, Odia and Tamil, with officials stating plans to expand to all 22 scheduled languages and to other Agriculture Ministry schemes. As of the most recent available reporting, no independent usage statistics, satisfaction data or error rates for the chatbot itself had been published — the available evidence describes the launch and design, not measured outcomes.
