Greece rebuilt Lake Karla -- drained in 1962 for farmland -- into a 38 km2 reservoir storing up to 200 million m3 of water, now irrigating ~8,000 ha of cropland, supplying 10 hm3/yr to Volos, at a documented cost of about EUR245 million.
EL61Lake Karla, once one of Thessaly's largest natural lakes, was almost completely drained in 1962 to protect farmland from flooding and expand cultivable area; the resulting loss of wetland functions caused well-documented ecological, social and economic problems, including groundwater decline and biodiversity loss. In 2000 the Greek government approved reconstruction of the lake as an engineered reservoir, applying Ramsar restoration guidelines and part-financing the work through the EU's 2000-2006 Operational Programme "Environment."
The project sought to reconstruct Lake Karla as an engineered reservoir serving flood control, agricultural irrigation, urban water supply and ecological/Natura 2000 functions, applying Ramsar restoration guidelines.
Peer-reviewed studies put the restored lake/reservoir's surface at about 38 km2, with a maximum storage capacity of 180-200 million m3 and a minimum ecological operating threshold around 100 million m3 (2-2.5 m depth). The project diverts roughly 90 million m3 per year from the Pinios river system in winter, delivers 40-50 million m3/year to irrigate about 8,000 hectares of cotton cropland, supplies about 10 million m3/year of drinking water to the nearby city of Volos, and recharges local aquifers by an estimated 33 million m3/year through seepage. Restoration also added artificial nesting islands and 0.45 km2 of shallow wetland habitat.
Published research links the restored water balance to a near-doubling of cotton yields in the served area (from roughly 21,500 to 39,100 tonnes/year, about +2.2 t/ha), translating to an estimated EUR7 million/year (~EUR880/ha/year) in additional farmer income. Monitoring recorded thirteen fish species across six families and substantial migratory bird use. Total project cost -- covering design, land acquisition and construction -- is documented at approximately EUR245 million.
Independent academic assessments describe Lake Karla as "the first reconstructed lake in the EU" but also flag ongoing tensions between its competing uses -- water storage/flood control, irrigation supply, and ecological/Natura 2000 functions -- plus continuing challenges maintaining water quality, meaning the restoration is a qualified rather than unambiguous success.
