Since 2018, UN Women Uganda has run the Leadership, Empowerment, Access and Protection (LEAP) Programme, funded by Norway with the Office of the Prime Minister, UNHCR and the Refugee Law Project, training refugee and host-community women in Yumbe and Adjumani districts in literacy, leadership and public speaking, alongside a livelihoods track with CARE International.
Women's representation on Refugee Welfare Committees in Yumbe and Adjumani rose from 10% in 2017 to 48% and 54% respectively by 2022; by March 2020, CARE International had organised 977 women into 34 livelihood groups and trained over 1,000 refugees and host-community members.
Independent Ugandan press reporting on the same statistics notes that despite these gains, many refugee women still avoid leadership positions and few reach senior committee roles.
