The LIAA Business Incubation Programme is a national programme funded under EU Structural Funds and the Latvian state budget, managed by the Investment and Development Agency of Latvia (LIAA) under the Ministry of Economics. Since 2016 it has operated a network of more than 20 incubation offices across Latvia's planning regions, deliberately decentralising support away from Riga to reduce regional disparities. The programme offers office space at subsidised rates, business coaching, mentoring, access to LIAA export promotion services, and co-investment facilitation. Eligibility is open to early-stage companies (under 4 years old, under 50 employees). Impact for the 2016–2022 cohort: EUR 47M in taxes paid by incubated companies against EUR 35M programme cost (positive fiscal return). For 2024: EUR 35.1M combined turnover, EUR 16M in exports, EUR 10.3M in taxes from active cohort companies. The Spring 2025 intake was the largest ever — 69 new companies joined. The programme is a textbook case of EU-co-funded, nationally-managed, regionally-distributed incubation infrastructure.
