California's community colleges have been hit by a surge of "ghost student" financial-aid fraud, in which scammers use AI-generated identities to enroll in courses purely to collect state and federal aid. State officials estimated at least $18 million stolen since 2021, including more than $11 million in 2024 alone, when at least 31% of applicants systemwide were found to be fraudulent.
In February 2024, the Foothill-De Anza Community College District contracted N2N Services for $56,250 to deploy its Lightleap AI fraud-screening tool, which flags suspicious applications using device fingerprinting, IP and time-zone checks, applicant age, and cross-campus matching of phone numbers and emails. The model, trained on Foothill-De Anza's own enrollment data, was then adopted by other districts, including Golden West College in the Coast Community College District.
At Golden West College, staff who previously flagged 10-15 suspected fraudulent applicants per cycle for manual review now catch a maximum of two or three, an estimated 96% reduction, while Foothill-De Anza dropped roughly 1,000 suspected fraudsters in its first screening round without any student disputing the finding. By 2025, 80 of California's 115 community colleges were using or planning to use the tool, with full rollout expected through 2026.
The reported figures come from college administrators and California Community Colleges Chancellor's Office officials rather than an independent audit, and no published data yet assesses whether the model's flags disproportionately affect any applicant group.
