Lithuania launched one of the EU's first AI Act regulatory sandboxes, administered jointly by the Innovation Agency and the Communications Regulatory Authority, with EUR3m in EU funding to help companies test high- and medium-risk AI before market entry.
LT01Lithuania became one of the first EU member states to launch a regulatory sandbox under the EU AI Act, administered jointly by Innovation Agency Lithuania (notifying body) and the Communications Regulatory Authority (RRT, market-surveillance authority and single point of contact).
To let companies safely develop and test high- and medium-risk AI systems, shortening the time needed for Lithuanian companies to bring compliant AI products to market.
Roll-out is planned through 2025, with the first cohort of participants beginning in Q1 2026. The sandbox is backed by EUR3 million in EU funding, split into two EUR1.5 million regional allocations, alongside a much larger separate national push: LitAI, a national AI Competence and Technology Centre ('AI Factory') projected at EUR130 million and co-funded by the EU.
As of this record, no cohort has yet completed the sandbox and no participant list, application numbers, or outcome evaluation have been published — the confirmed evidence concerns institutional design and funding commitments rather than measured results, since the programme is still in its start-up phase.
