Mauritius's 2011 Local Government Act required parties to field at least one-third candidates of each sex for municipal and village council elections. Women's local-government seats jumped from 6.4% to 26.2% in the December 2012 elections, reaching 36.6% on municipal councils.
Mauritius's Local Government Act 2011, in force from 1 January 2012, required political parties to field a minimum of one-third candidates of each sex on their lists for municipal and village council elections. The reform followed a constitutional amendment permitting affirmative action in local elections, and was introduced because women held only 6.4% of local government seats nationwide before the quota.
The quota aimed to substantially raise women's representation on elected municipal and village councils by legally requiring gender-balanced candidate lists, without (at this stage) extending the requirement to national elections.
In the December 2012 local elections held under the new rule, women's overall representation in local government rose to 26.2% (330 of 1,260 seats) — more than a four-fold increase in a single election. Municipal councils, covering Mauritius's five towns, saw the strongest effect, with 33 of 90 councillors elected (36.6%) being women, close to the one-third floor. In village councils, 297 of 1,170 seats (25.4%) went to women, out of 1,183 women who stood among 3,984 candidates. The results were tracked against official Mauritius Electoral Commission data by regional gender-in-politics networks including Gender Links, SARDC and EISA.
The quota applies only to local government; Mauritius has not adopted an equivalent quota for its National Assembly, where women's representation remains comparatively low — showing that the local-level gain has not yet been mirrored nationally.
