Context

Malaysia's National Fraud Portal (NFP), launched in April 2024 by Bank Negara Malaysia (BNM) and Payment Network Malaysia (PayNet), links 53 ecosystem members — 48 financial institutions plus regulators and law enforcement — through FNA's graph-based Money Trails analytics platform to trace stolen funds in real time.

Objectives

The portal was created to coordinate a national response to the surge in digital payment scams by speeding up fund tracing, improving fund-freeze outcomes and enabling faster case escalation to law enforcement.

Activities

FNA's graph analytics let case officers visualise multi-hop payment chains and identify fraudulent accounts, integrated with the National Scam Response Centre's 997 hotline and a national mule-account database. Over 500 case officers were trained across participating institutions, and a next-generation AI predictive layer is planned for 2026.

Results

Since launch, investigation timelines fell from several hours to about 30 minutes (a 75% reduction), fund-freeze rates for promptly reported cases rose from 0.5% to 21.5% (a 43-fold improvement), case escalations to the Royal Malaysian Police increased 41%, and 145,011 fraud incidents have been managed. Complete fund recovery has been achieved in cases reported immediately after fraudulent transactions.

Conclusions

The NFP has been recognised internationally, winning the 'Outstanding Overseas Initiative' award at the 2025 Tackling Economic Crime Awards and the Payment Service Initiative Award for FNA Money Trails, with FNA reporting active discussions with over 60 jurisdictions on similar models.
