Description

Sabah's Malua Forest Reserve, a 34,000-hectare tract of logged-over rainforest in eastern Sabah, Malaysia, held significant biodiversity value, including orangutan habitat, but lacked a funding mechanism for active restoration after decades of commercial logging.

In 2008, the Sabah State Government partnered with New Forests (Australia), operating the Eco Products Fund LP with Equator LLC, to launch the Malua BioBank — selling tradable “Biodiversity Conservation Certificates” (BCCs) at US$10 each, each representing 100 m² of forest set aside for protection and restoration, with US$10 million committed to restoration work between 2008 and 2014.

The reserve's full 34,000 hectares were legally set aside for conservation financing. Independent reporting (Mongabay) covered the launch, and peer-reviewed analysis (Geoforum, 2015) subsequently studied the scheme's market performance and governance in detail.

Shell International, an anchor prospective certificate buyer, withdrew during the 2008 global financial crisis, and the peer-reviewed literature characterises the scheme's commercial uptake as weak, describing it as functioning more as corporate reputational management than a scalable biodiversity offset market. No independently verified figure for total certificates actually sold, nor confirmation of a self-sustaining endowment, could be found.
