Context

Iraq's Mesopotamian Marshlands — the Hawizeh, Central and Hammar wetlands fed by the Tigris and Euphrates — were deliberately drained by Saddam Hussein's regime in the 1990s, shrinking from an estimated 15,000-20,000 km² to under 10% of that extent and displacing hundreds of thousands of Marsh Arabs (Ma'dan).

Objectives

After the 2003 regime change, to re-flood and restore the marshlands and support the return and livelihoods of Marsh Arab communities.

Activities

Iraq's Ministry of Water Resources established the Centre for Restoration of Iraqi Marshlands and Wetlands (CRIM) in January 2004, working with the NGO Nature Iraq (founded by hydrologist and 2013 Goldman Environmental Prize winner Azzam Alwash) and international partners including UNEP, to breach dykes and re-flood the marshes.

Results

A 2006 UN assessment found 58% of the historic marsh extent re-inundated, peaking near 75% by 2008. A peer-reviewed hydrology study (2009-2020 data) recorded average re-inundation of 47% (Hawizeh), 61% (Hammar) and 30% (Central marshes). More than 200 bird species and 40+ fish species now use the wetlands, and by 2020 an estimated 250,000 Marsh Arabs had returned; all four marsh units are Ramsar-designated, and the site was inscribed as a UNESCO mixed World Heritage property in July 2016. However, upstream damming and the 2021-2025 drought pushed submerged marshland down to as little as 8% of historic extent, displacing over 170,000 people since 2018, cutting buffalo herds by more than 76%, and collapsing fish catches; heavy 2025-26 winter rains lifted coverage back to roughly 32-36%.

Conclusions

The restoration remains fragile and reversible. The UN's own 2025 assessment warns that 'recognition without restoration will remain hollow' given fragmented governance across ministries and unresolved transboundary water disputes.
