Context

Moldova, one of Europe's smallest and most emigration-prone economies, passed Law No. 77/2016 creating a virtual, nationwide IT park with no physical campus requirement, letting companies register remotely from anywhere in the country.

Objectives

Resident firms pay a single flat 7% tax on turnover — replacing corporate income tax, payroll tax and social/medical contributions, guaranteed until 2035 — alongside a streamlined IT-worker visa and residency track designed to retain Moldovan developers and attract foreign nearshoring firms.

Activities

The park's own reporting is cross-checked against Moldova's National Bureau of Statistics and covered independently by the national press agency Moldpres, and the EU-funded EU4Digital programme separately confirmed the headline turnover milestone.

Results

Resident-company turnover crossed $1 billion in 2025, up 24.3% year on year, with exports of 16.37 billion lei accounting for 88.5% of eligible sales; the park counted 2,725 resident companies from 44 countries and roughly 26,000 employees earning an average monthly salary of around 50,000 lei (about €2,500), and the IT sector alone was reported at 5.3% of national GDP, with the wider ICT sector at 8.3%.
