Montréal International — Foreign Investment and Talent Attraction

Montréal International (MI) is the investment-promotion and talent-attraction agency for the Greater Montréal metropolitan region, established in 1996 and co-financed by the City of Montréal, the Québec government, the federal government and private-sector partners. It operates across two main mandates: attracting and accompanying foreign direct investment, and supporting companies in recruiting skilled international talent.

In 2024, MI supported 59 foreign-investment projects totalling C$ 2.7 billion — boosting cleantech, AI, life sciences and energy-transition sectors — which created or maintained 4,790 jobs with an average annual salary of C$ 105,439. The 2024 activity report also recorded 150+ companies and organisations assisted in recruitment and immigration, with 287 hires made at the Journées Québec international job-fair events and 370 work permits processed. In 2023 the Talent Montréal initiative placed more than 1,000 international professionals in local companies.

The Journées Québec format — multi-sector job fairs held in selected origin countries — is an operationally distinct tool: two-thirds of the 2024 placements entered education, childcare and healthcare, while the remainder joined aerospace, engineering and construction. The model explicitly targets labour-market shortages rather than only high-tech talent. MI is among the few city-level agencies that publicly tracks and reports on both the investment-attraction and talent-placement pipelines in a single annual report, enabling year-on-year comparison.
