Context

En 2002, le ministère marocain de l'Économie et des Finances a lancé le premier programme de budgétisation sensible au genre (BSG) du monde arabe. Expérimenté dans quatre ministères en 2005, un Rapport Budget Genre annuel est annexé à la loi de finances nationale depuis 2006, et la loi organique de finances de 2014 a fait des objectifs de genre et des indicateurs de performance une obligation légale pour chaque ministère sectoriel.

Results

La participation est passée de 7 ministères (2007) à plus de 27 en 2012, couvrant plus de 80 % du budget de l'État. L'UNIFEM a documenté la hausse des allocations aux activités de subsistance des femmes au ministère de l'Agriculture, de 5 millions MAD (2002) à 6,3 millions MAD (2006). Le Maroc a reçu le Prix du service public des Nations Unies (2014) et accueille un Centre d'excellence d'ONU Femmes sur la BSG (depuis 2013) ; l'évaluation indépendante des résultats reste limitée, plusieurs programmes de donateurs opérant en parallèle.
