Description

The Nabilan ("shine" in Tetun) Ending Violence Against Women and Children Program was an AUD 32.14 million, two-phase investment (April 2014–April 2018 and April 2018–April 2022) by the Australian Government, implemented by The Asia Foundation with the Government of Timor-Leste and civil-society partners, working across three pillars: prevention, services and support, and access to justice.
The programme commissioned Timor-Leste's first nationally representative household survey on violence against women and children (published 2016), which found that 64% of ever-partnered women in the capital, Dili, and 57% in other survey municipalities had experienced physical and/or sexual intimate partner violence in their lifetime; men self-reported lifetime perpetration rates of 35.8% (Dili) and 42.2% (Manufahi).
Building on this baseline, Nabilan supported local government and civil-society partners to strengthen services for survivors and improve access to justice, and an independent evaluation of the programme's second phase was commissioned by the Australian Department of Foreign Affairs and Trade; continued Australia-Timor-Leste cooperation on gender-based violence is reflected in the two countries' 2025–2030 Development Partnership Plan.
Publicly available material documents the programme's scale, baseline evidence and continuity, but the detailed findings of the independent phase-2 evaluation were not accessible for this review, so no verified population-level reduction in violence prevalence is claimed here.
