Context

NAFEZA (Nile Approach for Framing and Administration of a Single Window) launched in pilot at Alexandria in April 2021 and became mandatory across all Egyptian ports in October 2021. Operated by Misr Technology Services (MTS), a Ministry of Finance-controlled entity, it integrates 32 government agencies and over 100,000 registered traders through a blockchain-secured Advance Cargo Information (ACI) system.

Activities

Webb Fontaine's AI-powered Integrated Risk Management system, deployed across all Egyptian customs centres by August 2022, uses machine learning to extract risk patterns from historical transaction data, propose risk criteria and profile incoming cargo declarations. A December 2025 upgrade added automated AI-powered HS code classification and a reference pricing system.

Results

Between March 2023 and February 2024, Webb Fontaine reported a 22% fraud detection rate across the NAFEZA estate. Average customs clearance fell from 15 days to 5 days, with AEO-registered traders clearing in hours; compliance costs per transaction declined from approximately USD 600 to USD 165. The system processes 5,000+ daily transactions, and Egypt recorded a 13% customs revenue increase versus the pre-2019 baseline.
