Context

Since 2016 the Danish Agricultural Agency (Landbrugsstyrelsen) has contracted DHI to run VeriCAP, a satellite-based 'checks by monitoring' service that replaces most physical farm inspections required under the EU Common Agricultural Policy. It processes 10-metre-resolution Earth-observation imagery across roughly 600,000 agricultural parcels, tracking land use and cropping activity continuously.

Results

The system moved from a 2019 national pilot to full operational status, underpinning administration of more than €800 million a year in CAP direct payments. The European Court of Auditors' 2020 special report on satellite-based agri-monitoring found only 0.1% of Danish parcels under the Basic Payment Scheme still required an on-the-spot inspection, down from roughly 5% under the traditional sampling regime. Denmark's system won the Innovation Award at the 2021 Danish Digitalisation Awards.

Conclusions

The same audit noted that only 15 of 66 EU paying agencies had operationalised checks-by-monitoring by 2019, usually for a subset of schemes — Denmark's near-total, multi-scheme rollout is one of the more mature implementations rather than the EU norm.
