Context

NORTIC B2 is the Dominican Republic's rule on Web Accessibility of the Dominican State, developed jointly by the Presidential Office of Information and Communication Technologies (OPTIC, now OGTIC), the National Institute for Quality (INDOCAL) and the National Disability Council (CONADIS), approved on 16 December 2016. The standard obliges every Dominican government web portal to meet defined accessibility guidelines for text, images, sound and other content.

Activities

OPTIC and CONADIS jointly certify institutions that comply, with certifications dated and publicly announced.

Results

The Dominican Civil Aviation Institute (IDAC) had its main portal and transparency subportal certified on 10 June 2021, and CONADIS's own transparency portal was separately evaluated by OGTIC at 99.34 out of 100 points, publicly announced as an improvement on an earlier score.

Conclusions

No consolidated, independent disclosure of compliance across the full universe of Dominican government websites was found; the certifications and scores documented here cover a small number of named institutions, so how deeply the mandate has been implemented government-wide remains unverified.
