Description

The Republic of Congo's Ministry of Finance, Budget and Public Portfolio wanted a single, trusted taxpayer identity to curb duplicate registrations and secure data exchange between tax authorities, customs and financial institutions. In 2018 it awarded a biometric tax-identification contract to the German firm Mühlbauer.
The system pairs Mühlbauer's MB SDM enrolment software with its MB ABIS matching software to detect multiple-registration attempts and data inconsistencies during onboarding. Each taxpayer receives a chip-encoded card and an electronic document carrying a Numéro d'Identification Unique (NIU) within 48 hours, under a 2020 ministerial order (Arrêté n°5327) governing the number's attribution and use.
The biometric tax-ID system launched officially on 10 August 2020, operating through 10 enrolment offices and two personalisation sites in Brazzaville and Pointe-Noire with four personalisation machines. In June 2023, Minister of Economy and Finance Jean-Baptiste Ondaye inaugurated additional biometric enrolment and card-production centres with Mühlbauer in both cities to widen coverage.
Public sources describe the technical setup, legal basis and rollout milestones, but no independent, quantified evaluation of duplicate-detection rates, revenue impact or fraud reduction has been published; a claim that this was 'the world's first' biometric tax-ID system comes from trade press rather than an audited comparison.
