What works in Congo

The Republic of Congo has implemented several major development initiatives with World Bank support. The Lisungi Safety Net Project reached 76,000 individuals with cash transfers and 95,000 with business grants between 2015–2023, later expanding to 60,000+ refugees, before being institutionalized as the National Safety Net Program. The FCPF Emission Reductions Programme committed up to USD 41.8 million for verified emission reductions across 12.4 million hectares of tropical forest in Sangha and Likouala Departments. The Congo Digital Acceleration Project launched in 2023 with $100 million in World Bank credit and €15 million in EU funding to expand broadband access to rural areas and improve digital skills, targeting 2 million citizens, though measured outcomes are not yet available. These figures reflect official monitoring data and stated targets rather than rigorous causal evidence in most cases.
