Description

Uzbekistan's national "1148" legal-aid hotline connects citizens with information on government services by phone; in 2024 alone it fielded close to 135,000 calls, with around 128,000 of them — 95% — answered directly by human specialists giving legal guidance.
On 21 February 2025 the Ministry of Justice, working with local developer Mohirdev, launched "Odil," an AI-powered chatbot on Telegram that answers questions about the procedures, requirements and documents needed for government services and points citizens to the right office when a query needs a person. The ministry's stated goal is to absorb routine queries so hotline operators can focus on cases needing human judgement, and to give citizens instant, round-the-clock answers instead of call-queue waits.
In its first months of operation, no independent, published evaluation of Odil's call-deflection rate, answer accuracy or user satisfaction was available; the only quantified figures in public reporting are the pre-launch 1148 hotline baseline, so the chatbot's actual measured impact remains to be demonstrated.
