The ministry's stated goal is to absorb routine queries so hotline operators can focus on cases needing human judgement, and to give citizens instant, round-the-clock answers instead of call-queue waits.
In its first months of operation, no independent, published evaluation of Odil's call-deflection rate, answer accuracy or user satisfaction was available; the only quantified figures in public reporting are the pre-launch 1148 hotline baseline, so the chatbot's actual measured impact remains to be demonstrated.
