ONTI's Observatorio de Accesibilidad Digital — Argentina's progressive web-accessibility mandate

Argentina passed Ley 26.653 in 2010, its national web-accessibility law, requiring that public bodies' websites be designed so people with disabilities can access their content. Decreto 656/2019 formally regulated the law nine years later, and Disposición ONTI 06/2019 adopted WCAG 2.0 as the applicable technical standard.
The Oficina Nacional de Tecnologías de Información (ONTI), inside the Jefatura de Gabinete de Ministros, runs the Observatorio de Accesibilidad Digital to evaluate national public bodies. Under Disposición ONTI 02/2014, compliance is graded on a progressive points scale: organisations must first reach a minimum of 50 points, then 80 points in a later evaluation period, before being considered accessible. ONTI can report persistent non-compliance to the Agencia Nacional de Discapacidad for sanctions, though Decreto 656/2019 itself sets no fixed compliance deadline or penalty amount.
Published ONTI materials describe the legal basis, applicable standards and scoring mechanism, but do not publicly report aggregate site-by-site pass rates. This practice is therefore evidenced as an active monitoring instrument rather than as a measured outcome, unlike some EU accessibility-directive monitors that publish yearly compliance percentages.
