Context

Osaamistarvekompassi is a public, AI-assisted skills-anticipation service operated by Jotpa (Finnish Service Centre for Continuous Learning and Employment), mining job advertisements and datasets to produce an annually updated picture of labour-market skill demand for education providers and career guidance services.

Activities

The project ran from 2022, launched in beta December 2023, and was built out to summer 2025, with Solita Oy (data platform), Digitalist Oy (service) and Headai Oy (AI/NLP); development was funded through the EU Recovery and Resilience Facility under NextGenerationEU.

Results

Jotpa's April 2024 release reports 28,000 skills in the underlying skills database; a commissioned UX study (LabWellTech) found the interface and content too complex for target professionals, and improvements shipped autumn 2025.

Conclusions

Evidence of effect is essentially absent: no impact evaluation, controlled study, or published take-up statistics exist. The value of the case is as a governance and design model, not as demonstrated impact on curricula or learners.
