Context

Founded in 2009 in Hernandarias, Alto Paraná, as a non-profit foundation financed by ITAIPU Binacional, PTI-PY operates a 38-hectare campus with a technical staff of 60 professionals (95% hold a master's degree, seven hold PhDs).

Objectives

The foundation aims to build a hydropower-revenue-funded innovation ecosystem for Paraguay, spanning SME business development, green-hydrogen research and electromobility.

Activities

It runs a Green Hydrogen Laboratory, the TASK Center for auto parts and electromobility (developed with South Korea), and a Business Development Center (SBDC) in Ciudad del Este.

Results

According to PTI-PY's own reporting, in 2025 the SBDC served a portfolio of 1,000 micro and small enterprises, delivered more than 4,500 hours of advisory services, created 10 new companies, formalised 37 ventures and generated 40 jobs; a postgraduate programme graduated 51 students in Alto Paraná the same year. Between January 2024 and February 2025 the foundation received roughly US$88.9 million from ITAIPU.

Conclusions

Independent Paraguayan outlets abc.com.py and pynoticias.es reported that between May and July 2025 PTI-PY executed more than 200,000 million guaraníes (~US$28 million) in contracts — including a March 2025 tender for surveillance equipment — without routing them through the national public procurement office (DNCP), raising transparency concerns about a foundation funded entirely by public hydropower revenue.

Conditions for success

  • A dedicated, treaty-based hydropower revenue stream (ITAIPU Binacional) provides durable, large-scale funding
  • International technical partnerships, including with South Korea (TASK Center) for auto-tech and electromobility

Common failure modes

  • Independent press found the foundation bypassing the national public procurement office (DNCP) on tens of millions of dollars in contracts
  • Outcome figures (portfolio size, jobs created) are self-reported and unaudited
