Participation of young women in decision-making processes in Croatia

Context

The paper examines the extent to which young women participate in political decision-making at county (regional) level in Croatia, combining an analysis of national and regional youth policy documents, a gender analysis of Youth Councils at regional level, and an analysis of youth participation in county councils across the 2009-2013 and 2013-2017 mandates, alongside research on the attitudes, opinions and problems young women face in decision-making bodies.

Results

Youth policies at national and regional level were found not to recognise the importance of young women's active political participation, nor to set measures for achieving it. Young women participate more equally among youth than women do generally, but are underrepresented as presidents of Youth Councils and remain more likely than young men to be the underrepresented sex in decision-making bodies.

Conclusions

The study concludes there remains a need to empower young women for leadership positions and gender equality, and that progress requires wider social and structural change, including removing gender hierarchy, since many young people mistakenly believe gender equality is already achieved.
