Description

Finland's national Suburban Programme (Lähiöohjelma) 2020–2022 was coordinated by the Ministry of the Environment with several other ministries and the Housing Finance and Development Centre (ARA), aiming to prevent residential segregation and raise wellbeing, participation and vitality in suburbs. According to Tampere's summary it involved 13 cities and 18 research projects; ARA development and investment grants covered 35% of eligible costs for physical-environment work and programme coordination. (Other municipal sources cite a figure of 24 municipalities, so the national count is not consistent across sources.)
Tampere took part with the Peltolammi–Multisilta development package. Its measures included cycling and walking links near the Multisilta daycare, a new Multisilta daycare with shared-use facilities opened in January 2022, planning of a wellbeing centre and a southern district centre, new housing on the old Peltolammi school site, park meals and youth activities run from the Me-talo community house, accessibility walks, and a resident guide to nature care.
The co-development process involved over 100 city experts, local actors and stakeholders, ten themed workshops, about 60 people in working groups, four resident surveys with roughly 1,200 responses, eight resident events and a 27-person residents' panel, plus the #PeltsuMultsu communication brand.
The city's own 12/2022 summary reports that environmental quality improved, residents' influence and information flow increased, cross-sector cooperation strengthened, and new working models were created (accessibility cards, a participatory nature-care guide, a district-development guide, a children's and young people's safety-mapping model) that will be reused in the Kaukajärvi and Annala district programmes. It also states that safety work is groundwork rather than a solved problem, that housing diversification must continue, and that the wellbeing centre is expected in about 2027. These are the city's self-assessed benefits; the sources reviewed contain no independent evaluation or outcome metrics such as crime, income or health changes.
