Peru's Sello de Accesibilidad Digital — Co-Design Written into a National Digital Seal

In February 2024, Peru's Presidencia del Consejo de Ministros created the Sello de Accesibilidad Digital (Digital Accessibility Seal) by Supreme Decree, building on the web-accessibility obligations already set out in Law No. 29973 for public and private-sector sites.
Unlike a pure compliance checklist, the seal's stated methodology centres on citizen-centred design: it explicitly calls for user research, co-design and inclusive writing during development, and for usability and user-experience testing "with and without disabilities" before a platform qualifies. In June 2025 the government followed up with formal guidelines for designing and developing accessible digital services and platforms across public administration, and in October 2025 it published the application bases — timeline, scoring criteria and evaluation process — that entities must meet to be awarded the seal.
As of the most recent published sources (October 2025), the programme has moved from legal framework to a defined application process, but no results from an awarded round — how many entities applied, how many passed evaluation, or measured usability outcomes — have yet been published; the evidence available documents programme design and rollout stages rather than delivered impact.
