Portimão's municipal council began rolling out an AI-assisted module on its existing ePaper platform in mid-2026 to validate building-permit and urban-planning submissions the moment they are filed. The trigger: seven in ten decisions issued by the council's Process Management Section are amendments — requests sent back to applicants over missing or incorrect documents — out of roughly 5,000 applications the municipality handles each year.
The new module checks submissions for completeness at the point of filing, lets residents apply and pay online, and track progress remotely, aiming to help the council meet Portugal's Simplex Urbanístico legal deadline of eight working days for a preliminary review. Staff training began the week of 6 July 2026, with full operation expected “in the coming months,” according to council president Álvaro Bila.
As of publication, no post-launch results — amendment-rate reduction, processing-time savings, or error rates — have been reported, so this is best read as an early, not-yet-evaluated rollout rather than a proven practice.
