Description

Enterprise Georgia (a state LEPL) has run "Produce in Georgia" since around 2014, offering three linked instruments: a Credit Guarantee Scheme that covers up to 80% of a bank loan's principal (capped at 35% of a bank's total guaranteed portfolio) to reduce collateral barriers for SMEs; an Industrial Component of co-financed loans for manufacturing and processing investment; and a Micro-Entrepreneurship Support Programme offering small loans to informal or first-time entrepreneurs.
In Prime Minister Irakli Kobakhidze's annual parliamentary report (26 June 2026), the programme was credited with financing 1,279 entrepreneurs: 345 projects/303 companies under the Credit Guarantee Scheme (expected 1,900 jobs), 543 projects/467 companies under the Industrial Component (GEL 824 million invested, expected 4,000 jobs), and 686 micro-loans worth GEL 31 million. OECD data corroborate the guarantee scheme's growth trajectory, with guaranteed loan volumes rising from GEL 210 million to GEL 259 million between 2023 and 2024.
These are government-reported administrative outputs (loans issued, guarantees extended, jobs "expected") rather than independently verified counterfactual impact figures; no matched-comparison or randomised evaluation was located. The World Bank has separately recommended reforms to align Georgia's credit guarantee scheme with international best practice, and has co-financed a related €85 million MSME relief facility, indicating continued donor engagement but also underlying capacity gaps.
