Context

Bolivia's Centro de Promocion de la Mujer Gregoria Apaza, the national councilwomen's association ACOBOL and allied women's organisations publish an annual Ranking Municipal de Inversion en Igualdad y Equidad de Genero, scoring how much of each municipality's executed investment budget (Presupuesto Sensible a Genero, PSG) goes to gender-equality programmes, violence prevention and women's political participation.

Activities

The 2016 edition assessed all 339 Bolivian municipalities; department-level editions followed for La Paz, Santa Cruz and Tarija in 2017. Since 2019, the project 'Mujeres de Bolivia: tus derechos en el presupuesto' — run by OXFAM Bolivia, the Instituto de Formacion Femenina Integral, Colectivo Rebeldia, Coordinadora de la Mujer and the Gregoria Apaza centre, funded by Global Affairs Canada — has narrowed the lens to seven municipalities (La Paz, El Alto, Viacha, Cochabamba, Colcapirhua, Santa Cruz and Pailon), with independent baseline and endline surveys run by Fundacion Aru to track change over time.

Results

The 2016 edition found an average of 3.29% of investment budgets (466.6 million Bolivianos) allocated to gender equity, with Pelechuco (La Paz department) ranking first at 17.98%.

Conclusions

The ranking is a transparency and advocacy tool, not a randomized evaluation: it measures budget allocation, not verified downstream impact on women's lives, and the 3.29% national average shows how small gender-equity investment remains even where a formal PSG framework exists.
