Morocco (2002) launched the Arab world's first gender-responsive budgeting programme, scaling to 27+ ministries and institutionalised in the 2014 Organic Budget Law. Annual Rapport Budget Genre is a statutory annexe. UN Public Service Award 2014; UN Women CoE since 2013.

Context

In 2002 Morocco's Ministry of Economy and Finance launched the Arab world's first gender-responsive budgeting (GRB) programme. Piloted in four ministries in 2005, an annual Gender Budget Report (Rapport Budget Genre) has been annexed to the national Finance Bill since 2006, and the 2014 Organic Budget Law made gender objectives and performance indicators a statutory requirement for every line ministry.

Results

Participation grew from 7 ministries (2007) to 27+ by 2012, covering over 80% of the state budget. UNIFEM documented women's livelihood allocations in the Ministry of Agriculture rising from MAD 5 million (2002) to MAD 6.3 million (2006). Morocco won the UN Public Service Award (2014) and hosts a UN Women Centre of Excellence on GRB (since 2013); independent outcome evaluation remains limited as multiple donor programmes run in parallel.
