Context

Rotuma is a volcanic island roughly 650 km from Fiji's main islands that has long had limited internet connectivity, cutting residents off from e-education, e-health, e-government and e-agriculture services.

Objectives

The initiative aimed to narrow Rotuma's digital gap so residents could access online education, health, government and agriculture services, after the school principal noted students had struggled with the transition to mainland institutions because of the connectivity gap.

Activities

Under the Joint SDG Fund project 'Advancing the SDGs by Improving Livelihoods and Resilience via Economic Diversification and Digital Transformation', led by the ILO with the ITU, UNOPS and Fiji's Ministry of Trade, Co-operatives, SMEs and Communications, a solar-powered 'Smart Classroom' digital hub was built at Rotuma High School as part of the wider ITU/ADB 'Smart Islands' initiative also covering Papua New Guinea and Vanuatu.

Results

The hub was officially launched on 16 April 2025. Between November 2024 and May 2025, more than 250 community members took part in digital-skills training covering online safety and the use of digital finance, education and government services.

Conclusions

Public reporting to date describes training counts and stated intentions rather than an independent evaluation of learning or economic outcomes; connectivity on the island is still described as limited, and no post-project sustainability financing has been disclosed beyond the current funding cycle.

Implementation

Indicative cost
Medium (€50k–€500k) — Cost not disclosed; funded via a Joint SDG Fund grant covering solar power, ICT equipment and training delivery for a single school-based hub.
Time to results
Short (< 1 year) — Hub construction and initial training ran roughly six months (November 2024–May 2025), with official launch in April 2025.
Staffing & skills
Delivered by ITU, UNOPS and Fiji's Ministry of Trade, Co-operatives, SMEs and Communications, under an ILO-led Joint SDG Fund project, Training hosted at Rotuma High School as part of the wider ITU/ADB 'Smart Islands' initiative

Conditions for success

  • Depends on continued grant funding through the Joint SDG Fund, with no disclosed post-project sustainability financing
  • Relies on solar power to operate given limited and unreliable island electricity and connectivity

Common failure modes

  • No disclosed sustainability financing beyond the current funding cycle once the Joint SDG Fund grant ends
