Ruta N was created in 2009 by the City of Medellin and public utility Empresas Publicas de Medellin (EPM), with telecom firm UNE as co-founder, to articulate a quintuple-helix innovation ecosystem linking government, private sector, academia, international cooperation and civil society.

For every peso Ruta N invests via its co-funding mechanism, approximately COP 70 is mobilised from external partners (Latimpacto, 2024). In 2024, Medellin attracted US$150 million in FDI across 23 projects via Ruta N-connected channels; Medellin rose 6 places in StartupBlink's 2024 Global Startup Ecosystem Index (7th in LATAM); in late 2024 the World Economic Forum confirmed it would base its Centre for the Fourth Industrial Revolution in Medellin.
Ruta N's leverage model depends on EPM's financial stability and political continuity at the municipal level; the quintuple-helix approach requires a strong, well-funded public utility co-owner, a condition that may not be replicable in cities without comparable infrastructure assets, and formal replication of the model outside Colombia has not yet been demonstrated.
