Context

Founded in 2009 by the City of Medellín's mayor's office together with utility company EPM and telecom operator UNE, Ruta N was created to shift Medellín from an industrial economy scarred by decades of conflict into a knowledge- and technology-based one.

Objectives

To attract technology-based businesses to the city and build a physical innovation district, running landing programmes, grants and training from a landmark campus — the first public building in Colombia to receive LEED Gold certification.

A planned Hewlett-Packard partnership was also withdrawn in 2015.

Conclusions

Academic case studies have also raised concerns: one peer-reviewed study characterises Ruta N as a 'knowledge gatekeeper' that mainly channels ('tropicalizes') externally sourced knowledge rather than growing indigenous innovation capacity, and found limited interaction with the surrounding low-income neighbourhood. Ruta N is frequently cited internationally as a model for city-led innovation agencies, but replication requires the kind of stable, multi-decade public utility revenue base (EPM) that few cities possess.
