Context

The National Network to End Domestic Violence (NNEDV) launched the Safety Net Project in 2002 to study the intersection of technology with domestic violence, sexual assault and stalking, and to build the capacity of people who support survivors.

Activities

The model is train-the-trainer: workshops, confidentiality toolkits, resource guides and an annual Tech Summit aimed at law enforcement, courts, technology companies and victim-service agencies. It has been funded in part through US Department of Justice Office on Violence Against Women grants and private grants, including a $75,000 grant from NortonLifeLock in 2021, and is listed in federally funded technical-assistance directories (TA2TA, run by the National Council of Juvenile and Family Court Judges).

Results

To date the project reports having trained more than 100,000 people in the US and internationally.

Conclusions

An evaluation of a precursor initiative in Washington State (2009, peer-reviewed) found high participant satisfaction and self-reported gains in confidence, but the national Safety Net Project's own reach figures are self-reported by NNEDV rather than independently audited, and no controlled outcome study measuring an actual reduction in tech-facilitated abuse has been published. Even so, its scale, two-decade continuity and formal ties to government funding make it one of the most established technology-safety training infrastructures in the domestic-violence field.
