Starlink Rural Connectivity for Timor-Leste's Sucos

Timor-Leste licensed Starlink in December 2024, becoming the 116th market where the service operates, in one of Southeast Asia's least-connected countries. The Ministry of Transport and Communications partnered with national telecoms company Vorakai Lda, an authorised Starlink reseller, to install satellite terminals at suco (village) headquarters as part of the government's ten-year Timor Digital 2032 strategy, launched in June 2023.

The installation is intended as an interim measure to extend e-government, education and health connectivity into rural areas ahead of a planned 1,500km fibre-optic backbone due to begin construction in 2026.

By May 2026 the rollout had reached roughly 450 of the country's sucos nationwide; in Baucau municipality alone, 62 units now cover all of its sucos at speeds up to 222 Mbps, letting village chiefs process State Administration Ministry paperwork and demographic data locally. Local officials, including the chief of Suco Uatuhako, confirmed to Tatoli that the connections are already easing administrative work.

Officials explicitly called the installation 'provisional': no budget has yet been allocated for ongoing data plans, maintenance or dedicated IT staff once the promotional service period ends, and municipal officials say a formal Phase 2 budget is needed in annual action plans.
